Point of Beginning

The purpose of this screen is to enter the Public Land Information Survey System (PLSS) description and the geographic coordinates of the Point of Beginning. This screen will define the location of the beginning of the stream segment involved in the application.

NOTE: Check Instrument Header for Instrument details filled in so far.

You can enter the Point of Beginning information in the three following ways:

1. Entering PLSS Details Manually

2. Entering the Point of Beginning coordinates

3. Using GIS

NOTE: A Moveable Pump Sprinkler Irrigation System may have multiple Points of Beginning, but data of a single Point of Beginning is entered in this screen. Additional points of beginning are shown in the Remarks section.  A surveyed corner tie is needed on the map for each point of beginning.  Only a single point of beginning may be used at any one time.

I. Enter PLSS Details Manually:

The PLSS and the other legal description must be entered manually.  If any of the following terms is not understood, please contact your professional surveyor or engineer. For professional engineers and surveyors in Wyoming, go to: http://www.wrds.uwyo.edu/wrds/borpe/roster/roster.html.

NOTE: GIS PLSS covers the entire state of Wyoming along with a few townships into the adjacent states.  This PLSS coverage is still under development by the Bureau of Land Management.  A few areas, particularly in the western portion of the state, are not complete.

To Enter Point of Beginning Details Manually:

• Select Principal Meridian.

• Select Township.

• Select Range.

• Select Section.

• Select Quarter.  

• Select Quarter - Quarter.

• Select Survey Type.

• Enter Survey Number.

NOTE: Survey number applies to only some survey types like lots and tracts.

• Enter Survey Suffix.

NOTE: Survey suffix is rare and applies only to some survey types like lots and tracts.

• Select Survey System.

NOTE: Leave this field as Unknown unless you are certain of the survey system.

• Enter Subdivision Lot, if applicable.

• Enter Subdivision Block, if applicable.  

• Enter Subdivision Name, if applicable.  

• Select County.

• Select Division.

• Select District.

• Enter Zip Code.

NOTE: County, Division, District and Zip code fields will get automatically generated if GIS is used.

NOTE: If the Point of Beginning is to be located in a city, town, or platted subdivision; give the lot and block numbers and name of subdivision.  For example:  Lot 9, Block 6, North Hills Subdivision of Laramie County.

• Click Save.

NOTE: Click Cancel to clear all previous settings.

System saves the PLSS Details of the Point of Beginning entered.

After entering all the above information, if you want to locate the Point of Beginning on the map:

• Click Show Point of Beginning.

• Map will zoom to the respective Point of Beginning.

II. Enter Point of Beginning Coordinates

Use only one datum, units, and coordinate system to enter the coordinates.  The use of Geographic Coordinates is preferred.   

To Enter Point of Beginning Coordinates:

• Select Datum.

• Select Units.

• Enter Geographic Coordinates (or)

  To Enter Geographic Coordinates:

  • Select the radio button adjacent to Geographic Coordinates

  • Select degrees

  • Select minutes

  • Enter seconds (using two decimals) for latitude and longitude.

   

• Enter Universal Transverse Mercator (UTM) (or)

  To Enter UTM Coordinates:

  • Select the radio button adjacent to the UTM

  • Enter North value to one decimal point

  • Enter East value to one decimal point

  • Select Zone

   

• Enter Wyoming Coordinate System NAD 1983.

  To Enter Wyoming Coordinate System NAD 1983 :

  • Select the radio button adjacent to Wyoming Coordinate system NAD 1983

  • Enter North value to one decimal point

  • Enter East value to one decimal point

  • Select Zone

   

• Select Survey MethodAn estimate of the coordinate accuracy is based on the survey method. Select the survey method in the drop-down menu that best describes the method used to determine the POD coordinates.

  NOTE: This field is automatically populated if the GIS map is used to select the Point of Beginning.

• Click Save.  

NOTE: Click Cancel to clear all previous settings.

III. Enter Point of Beginning Details Using GIS:

IMPORTANT: Please click the View/Hide Map if the map section is not visible on the screen.

You can enter the Point of Beginning information using the GIS in two simple steps.  First, zoom into the Point of Beginning vicinity by entering a few details and then click on the Point of Beginning location on the map.  Refer GIS Help for details.

Step 1. Zoom to the Point of Beginning Vicinity:

You can zoom to the Point of Beginning vicinity by first clicking the QUERIES tab located to the right of the map section. You can enter any of the following details in the "Zoom to my location" section.

1. Enter Administrative Area Parameters

   To Enter Administrative Area Parameters:

   • First, select the Administrative Area radio button.

   • Enter any of the following details: SEO Division, SEO Division and District, County, or zip code

   • Finally, click Zoom at the bottom of the box.  

   NOTE: Click Reset to clear all previous settings.

    

   The GIS screen will zoom to the extent of the administrative area selected.  

    

2. Enter PLSS Parameters

   To Enter PLSS Parameters:

   • First, select the PLSS radio button.

   • Enter the PM, Township and Range as a minimum.

      A north-south tier of townships.  A range tier is a suffix to the range that has an East or West suffix depending on the direction from the initial point.

      An east-west tier of townships.  The unit of survey of the public lands; normally a quadrangle approximately six miles on a side with boundaries conforming to meridians and parallels within established limits, containing thirty-six sections, some of which are designed to correct for the convergence of meridians or range lines.  A township tier is a suffix to township has a North or South suffix depending on the direction from the initial point.

     The meridian extended from an initial point, upon which regular quarter quarter-section, section, township, and range corners have been or are to be established.  This system includes the relevant portions of the Sixth Principal (06), Black Hills (07), Boise (08), Montana (20), Salt Lake (26), and Wind River (34) Principal Meridians.,

   • You may also enter the section, quarter, and quarter-quarter details.

     One-fourth of a quarter section, containing 40 acres more or less.

     One fourth of a section, containing 160 acres more or less

     The unit of subdivision of a township with boundaries conforming to the rectangular system of surveys, nominally one mile square, containing 640 acres.  

   • Finally, Click Zoom at the bottom of the box.

   NOTE: Click Reset to clear all previous settings.

    

   The GIS screen will zoom to the extent of the administrative area selected.

    

3. Enter Water Right Information

   To Enter Water Right Information:

   • Select the radio button adjacent to Water Right.

   • Select the Water Right Type from the drop-down list.

   • Enter the respective Water Right Number.

   • Click Zoom.

   NOTE: Reset clears all the previously entered fields.

On entering any of the above details the map adjacent to the "Zoom to my location" section gets updated.

Step 2. Locate Point of Beginning on map

• Click Get Location and click on the Point of Beginning location on the map.

• Part of the PLSS and the geographic coordinates sections get updated automatically.

• Enter Survey Number.

NOTE: Survey number applies only to some survey types like lots and tracts.

• Enter Survey Suffix.

NOTE: Survey suffix is rare and applies only to some survey types like lots and tracts.

• Select Survey System.

NOTE: Leave this field as Unknown unless you are certain of the survey system.

• The remaining information must be entered manually as described in Enter PLSS Details.

• Click Save.

NOTE: Click Cancel to clear the entries.

NOTE: You may also overwrite the PLSS and Geographic coordinate details generated by the GIS.  If you use a different PLSS description for that provided by the GIS, use the Remarks section to document the land survey number (name) and date used for the description.

The system saves Point of Beginning location.
