Point of Use

The purpose of this screen is to enter the land description, ownership, and beneficial use information about each Point of Use.

NOTE: Check Instrument Header for Instrument details filled in so far.

IMPORTANT: Fields marked with asterisk are mandatory.

If you have the complete land description, you can enter it directly in the Point of Use Entry Screen. If you do not have the Public Land Information Survey System (PLSS) information, you can use the GIS to help you determine the Point of Use's PLSS description.

II. Enter Point of Use Details Directly

If you know all the Point of Use details, you can enter them in the Point of Use Entry Screen directly.

NOTE: GIS PLSS covers the entire state of Wyoming along with a few townships into the adjacent states. This PLSS coverage is still under development by the Bureau of Land Management. A few areas, particularly in the western portion of the state, are not complete.

To Enter Point of Use Details Directly:

Select Principal Meridian.
Select Township.
Select Range.
Select Section.

NOTE: You can select ALL if the Point of Use covers all sections within the township and range selected.

Select Quarter.

NOTE: You can select ALL if the Point of Use covers all quarter sections within the section selected.

Select Quarter-Quarter.

NOTE: You can select ALL if the Point of Use covers all quarter-quarters within the quarter section selected.

Select Survey Type.
Enter Survey Number.

NOTE: survey number applies to some survey types like lots and tracts only.

Enter Survey Suffix.

NOTE: Survey Suffix is rare and applies to some survey types like lots and tracts only.

Select Survey System.

NOTE: This entry should be left as Unknown unless you are certain of the survey system.

Enter Subdivision Lot, if applicable.
Enter Subdivision Block, if applicable.
Enter Subdivision Name, if applicable.
Select County.
Select Land Owner Type.

NOTE: You can use the GIS to display the approximate location of state and federal land ownership. You can also use the identify tool (See GIS Help) to view the details about the state and federal land ownership layer.

Select Land Owner Name.

NOTE: If the land owner name is not one of the drop-down options, select the Other option and type the owner name in the box to the right.

Select Use.

NOTE: If you select a use of Other, it must be explained in the Remarks Section of this application.

Select Sub Use.

NOTE: Only some beneficial uses have a sub-use. If you select a sub use of Other, it must be explained in the Remarks Section of this application.

Enter Acres.

NOTE: Enter acres only when the beneficial use is Irrigation.

Select Supply Type.

NOTE: This applies only when there is a secondary, supplemental, or reservoir supply type (When filling SW1) or when there is additional supply, enlargement and overfilling involved (When filling UW5).

Select WR Number Type.

NOTE: This applies only when there is a secondary, supplemental, or reservoir supply type (When filling SW1) or when there is additional supply, enlargement and overfilling involved (When filling UW5).
Enter WR Number.
You can fill the WR Number field by either entering it manually (or) by searching Water Rights (or) by using GIS.
To Use GIS for WR Number:
- Click Get Water Right.
- Determine the exact location of the water right on the map.
- The WR Number gets updated.
To Search Water Rights for WR Number:
- Click Search icon.
- Search Water Right window pops up.
- Select WR Number Type from the drop-down list.
- Or, if you don't know the WR Number Type, enter any or all of the following search criteria.
1. 1. Enter WR Number.
  2. Enter Priority Date.
  3. Enter Facility Name.
  4. Enter Appropriator Last Name.
  5. Enter Appropriator First Name.
Results are displayed in a grid below. Grid shows details like WR Number Type, WR Number, Priority Date , Facility Name, Appropriator's Last Name, Appropriator's First Name.
- Choose your Water Right and click Select.
- Search Water Right window closes and the WR Number field in POU page is updated.
Click Save.

NOTE: Click Cancel to clear the entries.

System saves Point of Use/owner information.

II.Determine Point of Use PLSS Using GIS:

IMPORTANT: Please click the View/Hide Map if the map section is not visible on the screen.

You can determine the Point of Use PLSS using the GIS tool in two simple steps. First, zoom to the Point of Use vicinity as explained below. Second, click Get Point of Use and then click within the quarter-quarter where the Point of Use is located on the map. Refer to GIS Help for details.

Step 1: Zoom into the Point of Use Vicinity:

You can zoom to the Point of Use vicinity by entering any of the following spatial parameters. Please enter the following parameters in the "Zoom to my location" section placed to the right of the map section.

Enter Administrative Area Parameters
To Enter Administrative Area Parameters:
1. - First, select the Administrative Area radio button.
  - Enter any of the following details: SEO Division, SEO Division and District, County, or zip code.
  - Finally, click Zoom at the bottom of the box.
NOTE: Click Reset to clear all previous settings.

The GIS screen will zoom to the extent of the administrative area selected.
Enter PLSS Parameters
To Enter PLSS Parameters:
1. - First select the PLSS radio button.
  - Enter the PM, Township and Range as a minimum.
    
    A north-south tier of townships. A range tier is a suffix to the range that has an East or West suffix depending on the direction from the initial point.
    
    An east-west tier of townships. The unit of survey of the public lands; normally a quadrangle approximately six miles on a side with boundaries conforming to meridians and parallels within established limits, containing thirty-six sections, some of which are designed to correct for the convergence of meridians or range lines. A township tier is a suffix to township has a North or South suffix depending on the direction from the initial point.
    
    The meridian extended from an initial point, upon which regular quarter quarter-section, section, township, and range corners have been or are to be established. This system includes the relevant portions of the Sixth Principal (06), Black Hills (07), Boise (08), Montana (20), Salt Lake (26), and Wind River (34) Principal Meridians.,
  - You may also enter the section, quarter, and quarter-quarter details.
    
    One-fourth of a quarter section, containing 40 acres more or less.
    
    One fourth of a section, containing 160 acres more or less
    
    The unit of subdivision of a township with boundaries conforming to the rectangular system of surveys, nominally one mile square, containing 640 acres.
  - Finally, Click Zoom at the bottom of the box.
NOTE: Click Reset to clear all previous settings.

The GIS screen will zoom to the extent of the administrative area selected.
Enter Water Right Information
To Enter Water Right Information:
1. - Select the radio button adjacent to Water Right.
  - Select the Water Right type from the drop-down list.
  - Enter the respective water right number.
  - Click Zoom.
NOTE: Reset clears all the previously entered fields.

On entering any of the above parameters the map display is updated.

Step 2: Locate Point of Use on map

Click Get Point of Use and click on the Point of Use on the map that is within the PLSS quarter-quarter containing the Point of Use.
The Principal Meridian , Township, Range, Section, Quarter, Quarter-Quarter, Survey Type, Survey Number, and Survey Suffix will be automatically updated.

NOTE: The GIS PLSS covers the entire state of Wyoming along with a few townships into the adjacent states. This PLSS coverage is still under development by the Bureau of Land. Management. A few areas, particularly in the western portion of the state, are not complete.

Manually enter the remaining fields as required: Survey System , Subdivision Lot, Subdivision Block, Subdivision Name, County, Land Owner Type, Land Owner Name, Use, Sub Use, Acres, Point of Use Number, Supply Type, WR Number Type, and WR Number.
NOTE: WR Number applies only in cases of secondary, supplemental, and/or reservoir supplies when filling SW1; and in cases of additional supply, enlargement and overfilling when filling UW5.
You can fill the WR Number field by either entering it manually (or) by searching Water Rights (or) by using GIS.
To Use GIS for WR Number:
- Click Get Water Right.
- Determine the exact location of the water right on the map.
- The WR Number gets updated.
To Search Water Rights for WR Number:
- Click Search icon.
- Search Water Right window pops up.
- Select WR Number Type from the drop-down list.
- Or, if you don't know the WR Number Type, enter any or all of the following search criteria.
1. 1. Enter WR Number.
  2. Enter Priority Date.

  5. Enter Appropriator First Name.

- Choose your Water Right and click Select.
- Search Water Right window closes and the WR Number field in POU page is updated.
Click Save.

NOTE: Click Cancel to clear the entries.

NOTE: Every Point of Use must have a record created for each combination of location, beneficial use, land owner, and source supply. For example, if there are two Points of Use in the same PLSS quarter-quarter with different sources of water, then a separate record must be completed for each source of water. Similarly, if there are two different beneficial uses within the same quarter-quarter, then a separate record must be completed for each beneficial use. Finally, if there are two different land owners within the same quarter-quarter, then a separate record must be completed for each land owner.

Besides adding a Point of Use/owner, you can also:

Add Another Point of Use
To Add Another Point of Use:
- Click Add Another Point of Use.
- You can add another Point of Use by entering the details manually in the Point of Use Entry Screen and/or by using the GIS to facilitate the PLSS determination.
Copy Point of Use
To Copy Point of Use:
- Select a Point of Use that has already been entered by clicking on the Point of Use row.
- Click Copy Point of Use.
- Details of the selected Point of Use are updated in the Point of Use Entry Screen.
- Edit the copied Point of Use record to create a new Point of Use record.
- Click Save.
- A new Point of Use record is added to the list of Points of Use.
Delete Point of Use
To Delete Point of Use :
- Select a Point of Use that has already been entered.
- Click Delete Point of Use.
- System asks for confirmation.
- Click OK.
NOTE: Click Cancel if you change your mind.

The selected Point of Use record is deleted.
View Point of Use details from this page
To View Point of Use Details:
- Select a Point of Use.
- Click Show Point of Use.
The details of the respective Point of Use are displayed in the Point of Use Entry Screen and the GIS display is centered on the Point of Use quarter-quarter.
