Technicians in the Board of Control can process the instrument after reaching the BOC.
After accepting the instrument for review, the Board can:
If the BOC finds that the inspection done by the Hydrographer or the GW Technincian was incomplete or needs any clarifications, then the BOC can return the proof for additional information.
IMPORTANT: The Primary and Secondary status should be BOC Review and Pending Review /Document Review respectively.
Click Summary icon of the proof to be returned.

Select Return the proof from the action drop-down list.
Click Go.
System displays the Return the proof page with instrument details and an option to enter comments for the action selected.
Enter Comments.
Click Save.
NOTE: Click Cancel to exit without forwarding the instrument to the BOC for review.
The Primary and Secondary status are changed to Proof Inspection and Pending Review respectively.
BOC staff can attach a document to the instrument, if necessary.
IMPORTANT: The Primary and Secondary status of the instrument should be BOC Review and Pending Review / Advertisement respectively.
The BOC posts an advertisement on local papers informing the public about the proof filed. Advertised at the applicant’s expense in a newspaper of general circulation for at least once a week for three (3) consecutive weeks. The status has to be updated on the e-Permit system.
IMPORTANT: The Primary and Secondary status should be BOC Review and Pending Review respectively.

After a ten-day waiting period from last date of publication to allow protests, the BOC can end advertisement. The objections received must be water right related. If no protests received, review by appropriate Control Area "CONTROL AREA", according to §41-3-912, is "any underground water district or sub-district that has been so designated by the board of control (by ORDER of the Board of Control)”. A control area serves the function of a ground water management district. Once an area has been designated, an Advisory Board, comprised of five (5) individuals who own land within the area, is elected. The board serves in an advisory capacity to the State Engineer. Advisory Board will continue. If a protest is received, a hearing is required if the issue(s) cannot be resolved. The same must be updated in the e-Permit system

Check the Protests box if any protests were received.

A technician is authorised to edit the instrument, if necessary. Technician can go to any of the tabs and modify the information filled in by the applicant. The action is recorded in the actions tab. Details like the name, time and the tab where change is made are displayed in the actions tab,
IMPORTANT: The Primary and Secondary status of the instrument should be BOC Review and Pending Review/ Advertisement / Docuement Review respectively.
The Primary and Secondary status of the instrument remain same.
On finding that the instrument review is completed, the BOC will certify completion of the Instrument review.
IMPORTANT: The Primary and Secondary status should be BOC Review and Document Review respectively.
Click Summary icon of the instrument to be certified with completion.

Select Certify completion from the action drop-down list.
Click Go.
System displays the Certify completion page with instrument details along an option to enter comments and a check box.
Check the box, "I certify that all of the required information has been entered into the database and all adjunct documents and reports have been created and filed according to the check list."
Click Save.
NOTE: Click Cancel to exit without certifying.
The Primary and Secondary status are changed to BOC Meeting and Pending Meeting respectively.
IMPORTANT: The primary and secondary status should be BOC Review and Pending Review/ Advertisement/ Document Review respectively.
Click Summary icon of the instrument for which correspondence request has to be sent.

Select Send Correspondence from the action drop-down list.
Click Go.
System displays General Correspondence page with instrument details along an option to enter comments.
Select Letter Type from the drop down list.
Enter Comments.
Click Save.

NOTE: Click Edit Letter to edit the required information in Letter.
The primary and secondary status of the instrument remains same.
e-Permit generates mail in a new window.
This option is displayed only in case of instruments with Point of Usage/Storage/Outlet screen.
Technician holds the authority to update the WR Status of the instrument.
IMPORTANT: The primary and secondary status should be BOC Review and Document Review respectively.
Click Summary icon of the instrument for which the WR status is to be updated.

Select Update WR Status from the drop-down list.
Point of Use/Storage/Outlet page of the instrument is displayed.
Select Water Right Status.
Enter Comments for individual POUs/POS NOTE: For Surface Water default comments are provided and Technician can change those comments.
Click Save.
NOTE: Click Cancel to exit without saving the changes.
The Point of Use/Storage/Outlet is given a Water Right status. The primary and secondary status remain the same.
NOTE: For Notices, Petitions and Proofs on selecting Update WR Status, page with Comments to enter and a Show Water Right button with text The water right status must be edited directly in the water right.
Permit Summary page opens upon clicking Show Water Right.
The instrument is then sent to the BOC Meeting.
NOTE: The same actions can be performed by the same user from the Actions page.
